Promotion to Segment ….. from the Sri Lanka Technical Service of the Uva Provincial Public Service (Ordinary Method)

Promotions are granted on passing the relevant efficiency for examination as per minutes of the Sri Lanka Technical Service and on completion of 12 years service.

  • Letter connected with the passing of / exemption from the efficiency Bar Examination of the relevant segment

Promotion to Segment … from the Sri Lanka Technical Service of the Uva Provincial Public Service (Special  Method)

Promotions are granted on passing the examination and on the basis of a period of 5 years of service in terms of the minute on Sri Lanka Technical Service

Necessary documents for performance of the service

  • Letter of appointment
  • Letter of confirmation in the service.
  • Letters on passing of / exemption from the efficiency bar examination of the relevant segment
  • Letters on passing of / exemption from the first departmental examination (for checking the satisfactory period of service).
  • Recommendation of the Head of Institution
  • Recommendation of the Head of Department
  • Recommendation of the Secretary to the Ministry / Chief Secretary.

  • Checking of period of 05 years of service
  • Checking of the efficiency bar examination

Relevant officers will be absorbed into the Provincial Public Service on the establishment of Provincial Councils with effect from 01.10.1990

  • Application for absorption to the Uva Provincial Public Service should have been completed in accordance with the Personal file.
  • Letters which indicate the date of reporting to the Uva Provincial Public Service and the post.

Transfers granted between provinces on the request of officers of the Uva Provincial Public Management Assistants Service.

Necessary documents for performance of the service

  • Application duly perfected
  • Recommendation of the Head of Institution
  • Recommendation of the Head of Department
  • Recommendation of the Secretary to the Ministry / Chief Secretary.
Steps to be followed to perform the relevant task
  • Submission of the application to the Commission and obtaining its approval.
  • On obtaining the Commissions approval to write to the relevant Provincial Public Service Commission for its concurrence.
  • Release of officer on obtaining such concurrence.

Appeals against disciplinary orders.

Simple introduction of the subject
Officers/ employees aggrieved by the disciplinary orders given by the disciplinary authorities may submit an appeal against such disciplinary order to the Uva Provincial Public Service Commission within three months from the date of receipt of such order.

Necessary documents for performance of the service

  • Appeal
  • Copy of the disciplinary charge sheet
  • Copy of the disciplinary order
  • All files relating the disciplinary inquiry.
  • Final inquiry report of the Disciplinary Inquiry officer.
  • Chief Secretary’s / Ministry Secretary’s / Disciplinary Authority’s recommendation in terms of Appendix III of the Establishments Code Volume II .
Steps to be followed to perform the relevant task
  • Regarding dismissals, relevant appeal should be sent to this Commission direct, by registered post.
  • In case of a person in service, the relevant appeal should be sent through the Head of Institution / Head of the Department / Secretary to the Ministry/ Chief Secretary
  • On receipt of the relevant documents at the commission, a date may be given for further clarification of facts given in the appeal.
  • He should appear at the appointed times on the date mentioned, before the commission.
  • Opportunity will be provided to prove his innocence at the disciplinary inquiry.
  • If not satisfied with such decision he may submit are appeal to Hon. Governor who is the final appeal authority in the Provincial Public Service.
